8.1 The Leader:

 

 

·         Rough sleepers

Appreciated the concern of councillors and residents for people sleeping rough, especially in times of cold weather. He asked that if anyone sees anyone who needs assistance, to please contact the council and let us know where they are so a response can be co-ordinated. He explained that the Council works with a range of organisations to support people and are always looking into how improvements can be made.

He suggested that this can be done over the phone on 01495 762200, or via the street link website or app. Any offers of greater help can be organised by contacting the Council for further information about how to assist.

He commented that there may be a variety of reasons why someone is sleeping rough, and we ask that peoples’ privacy is respected. Rough sleepers are vulnerable individuals and posting about their whereabouts or videoing them exposes them to greater risk, so people are asked to avoid doing so.

 

·         Pontypool Park

Thanked all the councillors and officers who have supported the Council’s efforts to find a way forward in Pontypool Park. He was pleased that the consultation is open and encouraged residents and anyone else interested in the park to put their views forward.

 

 

 

 

·         Torfaen issues social care digital innovation challenge

Referred to the good news this month that technology businesses have be invited to develop solutions that could transform adult social care services, after the council successful secured £1.25 million from a UK Government digital innovation fund. The Council has received the money from the GovTech Catalyst Fund scheme to help applicants develop innovative solutions. He encouraged anyone interested in this to contact the Council.

 

 

 

9.

Youth Forum Presentation / Cyflwyniad gan y Fforwm Ieuenctid

Minutes:

Lynne Robinson, Traveller Education Service Manager and representatives of the Gypsy Traveller Youth Forum attended the meeting at the invitation of the Chief Executive, to present a short video of their achievements at West Mon School and the Youth Forum.

Following the video Lynne Robinson introduced the pupils and outlined their roles and responsibilities at school and as part of the Youth Forum. She explained that they are very proud of the successful project and achievements of the Gypsy Traveller pupils who are now fully embedded at West Mon School and Croesyceiliog School with some pupils gaining GCSE qualifications. The project has ensured engagement and provided additional opportunities for the pupils.

Members appreciated the presentation and congratulated Lynne and the pupils on their achievements and wished them ongoing success.

Council Tax Reduction Scheme / Cynllun Gost wng Treth y Cyngor pdf icon PDF 297 KB

The HoR,B&CS presented a report on the Council Tax Reduction Scheme (CTRS) for 2019/20.

Council approved:

  • The making of the Council Tax Reduction Scheme and Prescribed Requirements (Wales) Regulations (“the Prescribed Requirements Regulations”) 2013 by the Welsh Government on 26 November 2013;
  • Adopted the provisions within the Prescribed Requirements Regulations together with the Amendment Regulations outlined in 3.4 of the report in respect of its Scheme for the financial year 2019/20;
  • Approved the discretionary elements in 5.2 of the report as the Council’s local scheme from 1st April 2019.
  • Affirmed that there should be any further uprating amendments during the year these will be carried out without a requirement to adopt the whole Council Tax Reduction Scheme.
