Appointment of Presiding Member / Penodi Aelod Llywyddol pdf icon PDF 14 KB

Minutes:

 

1.1          The Chief Executive apologised for the delay in starting the meeting and announced that as the Presiding Member was delayed, the Deputy Presiding Member, Councillor Norma Parrish would chair the meeting.

 

1.2          The outgoing Deputy Presiding Member, Councillor Norma Parrish, invited nominations for the position of Presiding Member for the year ahead - 2019/2020.

 

1.3          Councillor Jessica Powell was nominated and seconded. There were no other nominees.

 

1.4          COUNCIL AGREED (with the majority voting in favour) that Councillor Jessica Powell be appointed Presiding Member for the 2019/20 Municipal Year.

Appointment of Deputy Presiding Member / Penodi Dirprwy Aelod Llywyddol pdf icon PDF 14 KB

Minutes:

2.1       The Chair invited nominations for the position of Deputy Presiding Member for the year ahead.

 

2.2       Councillor Giles Davies was nominated and seconded. There were no other nominations.

 

2.3       COUNCIL AGREED (with the majority voting in favour) that Councillor Giles Davies be appointed Deputy Presiding Member for the 2019/2020 Municipal Year.

 

 

3.

Apologies for Absence / Ymddiheuriadau am absenoldeb

Minutes:

3.1       Apologies for absence were received from Councillor Jon Horlor, Jason O’Connell and Alan Slade.

 

4.

Declarations of Interest / Datganiadau o fudd

Minutes:

4.1       The Monitoring Officer advised members that potentially all members had the same personal interest in appointing members to positions which would attract senior salaries, however, this interest was not prejudicial and the Code enabled members to vote.

 

4.2       All members declared that personal interest accordingly. No other interests were declared.

 

 

5.

Election of the Leader of the Council / Ethol Arweinydd y Cyngor pdf icon PDF 12 KB

Minutes:

5.1       The Chair invited nominations.

 

5.2       Two members were nominated and seconded:-

 

·         Councillor Anthony Hunt

·         Councillor Ronald Burnett

 

5.3       A recorded vote was taken, with members voting as shown in Table 1 below – 25 members voting for Councillor Hunt, 9 members voting for Councillor Burnett and 6 abstentions.

 

5.4       COUNCIL AGREED that Councillor Anthony Hunt be elected Leader of the Council for the 2019/20 Municipal Year.

 

5.5       The Leader:

 

·         Thanked Councillor Norma Parrish for unexpectedly stepping in to chair the meeting;

·         Thanked members for their support in electing him as Leader;

·         Referred to the challenges faced by the Council and appealed to all members to work together openly and honestly to address the challenges faced to bring mutual understanding and healing to the society served.

Election of Deputy Leader of the Council / Ethol Dirprwy Arwenydd y Cyngor pdf icon PDF 107 KB

Minutes:

6.1       The Presiding Member, Councillor Jessica Powell entered the meeting, apologised for lateness and chaired the meeting from this item.

 

6.2       The Chair invited nominations.

 

6.3       Councillor Richard Clark was nominated and seconded. There were no other nominations.

 

6.4       COUNCIL AGREED (with the majority voting in favour) that Councillor Richard Clark be appointed Deputy Leader for the 2019/20 Municipal Year.

 

6.5       The Deputy Leader thanked Members for their support and he looked forward to working with the Leader during the year ahead.

7.2       The Leader paid tribute and gratitude for the two years Cabinet work of Councillor Veronica Crick, outgoing Executive Member for Performance, Improvement and Corporate Governance. He commented on the intelligent way she had undertaken the role with her thorough and forensic approach which was carried out with dignity and good nature.

 

7.3       COUNCIL AGREED (with the majority voting in favour) that the above members be appointed to the above executive portfolios for the 2019/20 Municipal Year.

8.1       The Acting Head of Democratic Services presented the report which informed members of the political balance requirements. Appendix A was circulated and provided details of the political balance calculations and groups. In summary, as follows:

10.1     The Chair referred to the composite list which had been circulated at the meeting (attached as Appendix B to these minutes).

 

10.2     The Deputy Leader commented that in respect of appointments to the Ethics and Standards Committee, four members had been identified on the list circulated however only three members were required. He explained that in previous years the three members included two Labour group members and one leading Independent group member. Therefore he proposed that the nominations be Councillors Veronica Crick, Steven Evans and Raymond Mills be appointed as members of the Ethics and Standards Committee.

 

10.3     Councillor Raymond Mills proposed an amendment that Councillor Nicholas Jones be nominated as a member of the Ethics and Standards Committee. This amendment was voted on but not carried.

 

10.4     The Deputy Leader’s proposal was voted on and the majority voted in favour, therefore it was agreed that Councillors Veronica Crick, Steven Evans and Raymond Mills be appointed as members of the Ethics and Standards Committee.

 

10.5     The Acting Head of Democratic Services referred to the list circulated and informed members of a correction in respect of the lay member of the Audit Committee. Mr. John Baker had recently resigned as lay member and the new appointment, Mrs Kathryn Pegington was to be confirmed at the ordinary meeting of Council.

 

10.6     COUNCIL AGREED (with the majority voting in favour) to appoint members to serve on the committees and other bodies shown in the schedule circulated at the meeting and attached as Appendix B to these minutes.

 

 

 

 

 

 

11.

11.1     The list of nominations, proposed by the Leader that had been circulated at the meeting (attached as Appendix C to these minutes).

 

11.2     Councillor Ron Burnett informed the meeting that the members had resigned from outside bodies as follows:

 

·         Councillor Gwyn Jenkins – Coalfield Communities

·         Councillor Louise Shepphard – Pontypool regeneration Partnership

 

11.3     The Deputy Leader asked for members to contact himself or the Leader in respect nominations and representation on outside bodies.

 

11.4     Corrections to the list circulated were noted as follows:

 

·         Councillor Jo Gauden was appointed to serve on Cwmbran Community Trust (replacing Councillor Colette Thomas)

·         Councillor Giles Davies was appointed to serve on Torfaen Leisure Trust (replacing Councillor Rose Seabourne).

 

11.5     The deputy Leader asked for nominations to Llantarnam Grange Arts Centre.

 

11.6     Councillor Stuart Ashley was proposed as the representative on Rural Local Action Group.

 

11.7     COUNCIL AGREED (with the majority voting in favour) to nominate members to serve on outside bodies in accordance with the list circulated at the meeting, attached as Appendix C to these minutes.
