Minutes:

1.1  The chair welcomed everyone to the meeting, particularly new members and introductions were made.

 

1.2  Apologies for absence were received from Mr John Irvine.

 

 

1.3  Councillor Ray Williams had sent apologies but arrived at the meeting and agreed to leave in order to meet quorum requirements.

2.2       The Monitoring Officer and Assistant Chief Legal Officer confirmed the meeting was quorate.

3. Declarations of interest were made by members in respect of the exempt item. The declarations are recorded in the exempt minute.

5.1       The MO&ACLO presented a report on councillors’ applications for dispensations to award small schemes monies where there is a prejudicial interest.

 

5.2       Councillor Steven Evans left the room during consideration of an application in which he had a prejudicial interest as a representative of Blaenavon World Heritage Environment Group.

6.1       The draft work programme (Version 36) for the civic year 2019/20 as set out in Appendix 1 was approved.

 

6.2       The MO&ACLO highlighted the following:

·         Code of Conduct training will be held for members in the autumn. Independent members of the Ethics and Standards Committee will also be invited to attend.

·         The Annual report was presented to Council in June. Further information was provided to members on the Ombudsman report;

·         A member attendance report would be presented to the next meeting;

Exclusion of the Press and Public / Gwahardd y Wasg a'r Cyhoedd

Minutes:

7.1       The committee agreed to exclude the press and public for the remainder of the meeting on the grounds that the report to be considered was not for publication under paragraph 12 of Schedule 12A to the Local Government Act 1972 (as amended) as the report contained information identifying individuals which should not be made available to the press and public at the time of the meeting, as it would have had a detrimental effect on the fairness of the hearing of the complaint if the press and public gave views on the allegations in advance of the hearing, the result of which was required under the Local Protocol to be reported to a council meeting at a later date, such that the public interest in maintaining the exemption outweighed that in disclosing the information.

8.1       The exempt part of the meeting continued.
