Welcome & Apologies / Croeso ac Ymddiheuriadau

Minutes:

1.1       The Chair welcomed everyone to the meeting.

 

1.2       The Chair referred to the sad passing of Mr. John Irvine who had served as an independent member on the committee. The chair informed members that on behalf of the committee the MO&ACLO had written a letter of condolence to the family. The Chair had also sent a note of sympathy.

 

1.3       Members expressed their condolences and sorrow at this sad news.

 

 

2.

Minutes:

2.1       In order to meet quorum requirements as specified in Regulation 24 of the Standards Committees (Wales) Regulations 2001 at some meetings of the committee, when there are more elected members than independent members or when there is an equal number of each, elected members are invited to decide which member should leave the meeting.

 

2.2       Elected members commented on the inconvenience of attending a meeting and deciding who should leave to meet requirements and asked if the Monitoring Officer could consider if this could be better managed.

 

2.3       The DMO&S agreed to pass the comments to the Monitoring Officer for consideration.

 

2.4       Councillor Raymond Williams left the meeting in order to meet quorum requirements.

 

2.5       The Deputy Monitoring Officer confirmed the meeting was quorate.

3.1       Declarations were made by members in respect of small schemes.

 

3.2       The declarations are recorded under the relevant item.

4.1       The minutes of the meeting held on 8th January 2020 were confirmed as an accurate record of the meeting.

5.1       The annual report of the Ethics and Standards Committee was presented for consideration before presentation to Council in July 2020.

 

5.2       The following amendments were suggested:

 

·         Member Attendance - as the committee has not yet received the report on member attendance this reference should be deleted. Members noted that a report on attendance would be presented to the next meeting.

 

5.3       The committee agreed the report subject to the suggested amendment, be presented to Council in July 2020.

6.1       The DMO&S presented a report on councillors’ applications for dispensations to award small schemes monies where there is a prejudicial interest.

 

6.2       Councillor Steven Evans left the room during consideration of an application in which he had a prejudicial interest as a scout leader. ??

 

6.3       Mrs Pegington left the room during consideration of an application in which he had a prejudicial interest as her grandchildren were members of the scout group.

 

6.4       The committee noted a correction to the report under application no.8 - Councillor Thomas declared that she was Chair of Torfaen District and a relative of a Beaver Scout Leader in Henllys Scouts.

8.

Exclusion of the Press and Public / Gwahardd y Wasg a'r Cyhoedd

Minutes:

8.1       The committee agreed to exclude the press and public for the remainder of the meeting on the grounds that the report to be considered was not for publication under paragraph 12 of Schedule 12A to the Local Government Act 1972 (as amended) as the report contained information identifying individuals which should not be made available to the press and public at the time of the meeting, as it would have had a detrimental effect on the fairness of the hearing of the complaint if the press and public gave views on the allegations in advance of the hearing, the result of which was required under the Local Protocol to be reported to a council meeting at a later date, such that the public interest in maintaining the exemption outweighed that in disclosing the information.
