To outline the outcome of the Playing Fields Regulations consultation and recommend that Cabinet consider approving the granting of a lease to Pontypool Rugby Football Club and to also outline the principles surrounding any lease to be granted to aide transparency to those who responded to the consultation whilst recommending approval for the lease, as is normal practice, to be delegated to the Assistant Chief Executive, Resources, and the Chief Officer Neighbourhoods, Planning and Public protection.

(i)    Approve the disposal of the area set out in Appendix 2, by way of a lease, to Pontypool Rugby Ltd.

(ii)   Note the comments and welcomed the contributions from the public and stakeholders through the consultation and commits to securing both Club and Community interests through the lease.

(iii)  Note the position of the Covenant Holders regarding the partial release of the Covenant in so far as it applies to the area set out at Appendix 2.

(iv)  Note the view of the Charity Commission.

(v)   Approves that the negotiating and completion of the lease be delegated to the Assistant Chief Executive, Resources (lead for assets) and the Chief Officer, Neighbourhoods, Planning and Public Protection (lead for sports pitches/property) in consultation with the Deputy Leader.
